Position Summary

SUMMARY:

The Regional Director of DAS Strategic Relations will be responsible for developing and implementing the strategy for acquiring the necessary rights (municipal, state, federal, utility and other) in order to successfully deploy Outdoor Distributed Antenna System (ODAS) networks in a specified US region. The incumbent will develop and manage asset right acquisition, regulatory, and permitting strategies and sales support approaches, including associated federal, state, campus, stadiums, and municipal relationship management. The position will involve direct contact with/coordinating/managing asset owners, fiber providers, equipment manufacturers and/or regulatory officials. The Regional Director, DAS Strategic Relations will be a key player on the DAS Solutions team, and will participate in the execution of long-term business plans.

 

 
Requirements

ESSENTIAL FUNCTIONS:

·         Provide support to the Director, DAS Strategic Relations & Network Policy, by leading the regional role in the development and execution of strategies, approaches, processes, and systems for acquiring the necessary pole rights and approvals and ensuring appropriate regulatory network policies for profitable outdoor DAS solution businesses

·         Develop a target market prioritization approach and establish target markets in a region

·         Pro-actively manage access rights and municipal relations strategy tactically through all related efforts in a region. Regulatory, asset rights, and permitting vision should be developed with objectives clearly defined and promulgated RF, Business Development, Sales, Legal, Finance, Deployment and Operations

·         Support DAS sales, deployment and operations efforts

·         Own relationships with State regulators, including telecom -licenses and joint pole associations at the State level

·         Develop and own pole rights strategy, messages, and collateral; monitor state-level pole rights and permitting regulatory activities; and seek out speaking roles at State level conferences and seminars

·         Develop and own municipal relations strategy, messages, and collateral; and monitor municipal Request for Proposals (RFP) at the Municipal level

·         Develop appropriate customer, vendor, and regulatory framework legal documentation.

·         Optimize regulatory and permitting execution based on continuous improvement.

·         Introduce strategy changes based on performance objectives.

·         Prepare, coordinate and ensure completeness and accuracy of all necessary applications and supporting documentation for competitive tenders, i.e. – Request for Quote (RFQ), RFP, etc. as needed

·         Work with Marketing to develop internal/external regulatory related support and marketing materials.

SUPERVISORY RESPONSIBILITIES:

·         Supervise and manage the performance of DAS Strategic Relations Project Manager(s)

 

QUALIFICATIONS:

·         Ability to work independently and be self-motivated as well as part of a team

·         Excellent detailed oriented with strong follow-through skills

·         Excellent public presentation skills and good interpersonal skills

·         Strong oral and written communication skills

·         Excellent organizational skills

·         Ability to plan for and meet tight deadlines

·         Strong computer skills including Microsoft Office(PowerPoint, Excel, Access)and MapInfo

·         Safe driving record and own transportation, valid driver’s license.

·         Must be able to travel unassisted.

·         A thorough knowledge of all issues related to site development required.

 

EDUCATION AND EXPERIENCE:

·         Bachelor’s degree in Engineering or equivalent experience required

·         JD preferred

·         Seven (7) – nine (9) years experience in cellular, PCS or equivalent experience with right of way and/or pole attachment licensing required

 

ENVIRONMENT:

Approximately 100% performed in climate-controlled internal office environment working under normal office conditions. Approximately 60% travel to municipalities or target regulatory or utility offices in support of the position’s responsibilities.

 

While performing the duties of this job, the employee is regularly required to sit, stand, walk, use hands and finger to feel and handle, reach with arms and hands, talk, and hear. While performing the duties of this job, the employee frequently is required to stoop, kneel, and crouch; lift weight or exert a force up to a maximum of 25 pounds.
