Position Summary

SUMMARY:

The Site Operations Services Project Specialist supports the development group’s efforts to find, design, permit, entitle and construct new tower facilities and Acquisition, Zoning and Permitting.  The incumbent manages processes and tracks and coordinates all internal activities to ensure the smooth and timely development of new tower facilities and improvements on existing American Tower assets.   Activities include, but are not limited to, limited project management, project tracking, central file organization, Oracle financial management, A&E coordination, power and telephone utility coordination, real estate due diligence, zoning and permitting activities, and regulatory and environmental compliance issues.

 
Requirements

ESSENTIAL FUNCTIONS:                    

  • Responsible for financial tracking, billing, and purchase order creation.
  • Responsible for managing, and assisting with multiple internal and external processes, procedures and clients including sales, environmental, structural engineering, regulatory, zoning permitting, construction, finance and integration.
  • Orders and tracks environmental services such as National Environmental Policy Act (NEPA), Phase I and (SHPO) studies and approvals.
  • Orders and performs basic overview of titles and easements.
  • Orders title updates and tracks expiration periods. 
  • Tracks ground lease option renewal dates.
  • Maintains accurate project files and ensures that construction jobs are documented and re-integrated to the American Tower Corporation system via Woburn integration.
  • Assists with Return on Investment creation, budget preparation, preparation of cost estimates and management of budget.
  • Maintains the financial and public project tracker. 
  • Ensures that all company and departmental guidelines are being followed.
  • Reviews Construction in Progress report analysis and projects financial reporting for accuracy.
  • Collects jurisdictional zoning requirements and update zoning database.
  • Reviews and verifies information Universal Forms.
  • Completes site candidate information packages for external customers.
  • Reviews external customer search rings and identifies best candidates.
  • Coordinates construction walks between contractors and American Tower Corporation operations personnel through Job Dispatch ticketing system.

SUPERVISORY RESPONSIBILITIES:

  • None. 

QUALIFICATIONS:

  • Excellent organizational skills
  • Excellent written and oral communication skills
  • Excellent computer skills, including Microsoft Word, Excel, & Oracle
  • Proficiency in tracking and evaluation of capital expenditures
  • Proficiency in tracking and evaluation of construction budgets
  • Proficiency in evaluation of contractor/vendor bid process
  • Ability to manage multiple projects within diverse geography and area 

EDUCATION AND EXPERIENCE: 

  • College degree or equivalent experience.
  • Telecom industry experience preferred. 
  • 2 years of administrative experience preferred
  • Basic knowledge and understanding of structural related issues.
  • Basic real estate knowledge of titles, easements, leases, environmental studies, and FAA.

ENVIRONMENT:

Approximately 90% performed in climate-controlled internal office environment working under normal office conditions. Travel may be required (0-10%) in support of the position’s responsibilities.

While performing the duties of this job, the employee is regularly required to sit; stand; walk; use hands and finger to feel and handle; reach with arms and hands; talk and hear.  While performing the duties of this job, the employee frequently is required to stoop, kneel, and crouch; lift weight or exert a force up to a maximum of 25 pounds.
